This is the Graham Ubiquitous Filter. NOT to be confused with the Stetzerizer Filter. This Ubiquitous Filter is for measurement/testing/research purposes. It is used by professionals and amateurs alike to connect an oscilloscope. The Ubiquitous Filter can also be referred to as a high-pass filter - allowing high frequencies to pass and filtering out the low frequency (60 Hz).

By filtering out the low frequencies and allowing the high frequency to pass, microsurge electrical pollution or "dirty electricity" can be visualized on oscilloscopes more easily.
