He highlights the risk to workers who may need to work near antennas, such as roofers, HVAC, sign installers, and insurance adjusters, but may not even know the antennas are there. This risk also applies to office workers or other building inhabitants or even nearby residents that may not realize a hidden cellular antenna is nearby.
